I. Spending Design Points
Every category (Propulsion, Coal Bunkerage, etc) is linear in that it progresses like such: [Propulsion I] > [Propulsion II] > [Propulsion III].
The first rank costs 1 Design Point. The second costs 2 Design Posts, all the way up to 6 Design Points.
When you spend Design Points, the following happens: -- You select the category (Propulsion, Coal Bunkerage, etc). -- 1d6 is rolled. 1 is the lowest quality and 6 is the highest. [You may spend Design Points to up this roll.] * EXAMPLE: You spend 1 Design Point on Gunnery and receive a roll of (2), you may spend any number of Design Points to increase the roll up to 6.
