Fusanese Empire, Voskyan Embassy
To say the eventuality of a foreign embassy in Fusan was as inevitable as the snow in the Ryukiri mountains in Fusan would be children's words. Deliberations had gone on since 1831 whether the Fusanese people were ready for the presence of any outsiders. Eventually, several embassies were allowed, but kept at some distance. It was the Voskyans, who harbored love for the seas as did the Fusanese that garnered any sympathy at all. The Fusanese ambassador to the Voskyan embassy was Hijo Sakai. A former samurai, his wits were as sharp as his blades, but he had turned in his katana for a Centran suit several years ago.
"Ah, good afternoon," he said, bowing slightly to the Voskyan entry man. He entered the embassy and politely requested to see the Voskyan ambassador at the urging of the Shogun himself.

Ambassador Terrance Gallagher
Within the walled courtyard of the Voskyan embassy, amongst a tended garden of exotic flowers and hedges stood a grand building of stone brick and large windows staring over and beyond the surrounding Fusanese city in typical Centran architectural fashion. The building itself was a drop of Centran amidst a sea of Fusanese tradition and culture as nearby from a flagpole, two flags fluttered in the wayward breeze. That of the League of Voskya and that of the noble House Gallagher.
The Fusanese ambassador was welcomed warmly and with a bow, the large double doors parting so that the former samurai might enter before closing behind him with a thud. Once within, the entry man led the ambassador along several hallways adorned with Faresian and Centran displays and pieces alike. Before finally arriving before an oaken door and being shown inside.
"Ah, welcome Hijo." Terrance Gallagher, the ambassador of the Voskyan embassy spoke as he rose from his seat to clasp the Fusanese man's hand in greeting as he entered. A noble hailing from the House of Gallagher, the Voskyan had taken to the Faresian culture offered within Fusan and viewed his position as the face of Voskya in the foreign and exotic nation with pride. "It is a pleasure to once more make your acquaintance. I shall have drinks sent for. Please, take a seat." The Voskyan continued as he gestured to the seat before his desk. Himself taking a seat behind it as he turned to face the ambassador. "Now my friend, what brings you here?" Terrance asked with no small amount of curiosity.

Ambassdor Hijo Sakai
Hijo returned the handshake with Terrance Gallagher, a man of some repute and whom he had learned to know well over the years. Although purely a civil authority, Gallagher was a kind hearted but effective negotiator. Sakai's contemporaries who thought less of Gallagher for lacking a military background had been mistaken multiple times in the past when Gallagher had been called in to help defuse a situation regarding trading rights. "I appreciate the warm welcome, as always Terrance." Hijo settled himself into a seat and produced a small envelope from the folds of his jacket. He slid it across the table to Terrance.
"As you may have heard, the militant Empire of Zellonia has brought war to Faresia. It is a most dreadful thing. Still, the Shogun in Mejin has been given careful advice regarding the situation and been convinced that if we are to survive in the coming world, our military must similarly be strong and capable of defending the home islands. We have a request from our government that a naval mission from Voskya be. . requisitioned to teach Fusanese military officers the intricacies of Centran sailing."
The envelope, should Terrance open it, embodied all the details Hijo himself just explained. The Shogunate required a Voskyan military mission, a limit of 750 naval officers who would be permitted to stay in Mejin, all expenses paid, for the purpose of 2 years so that they might be able to better understand some of the more refined intricacies of naval sailing. "Should the Voskyan government be unable, we have a belief that the Kaniarians might also be interested."

"I see" Terrance replied as he set his hand over the envelope, sliding it closer to himself before leaving it to rest on the hardwood surface of the desk. "While such an endeavor surely has my own support, I can not accept nor deny such a request. I will have this proposal sent before the League Congress in Voskya itself with all haste, and the reply just as quickly returned. If I may speak for the noble houses, I believe it will be most favorably viewed by the Congress, wanting nothing more than to see our eastern friends flourish, we will however have to await their absolute ruling on the matter. " The Voskyan continued as a retainer entered to set down a platter adorned with two glasses of wine.
"Would that be all in regards to diplomacy, Hijo?"
